Guwahati City Districts Youth Congress - An Introduction

Guwahati (previously spelled Gauhati) is a major city in eastern India, often considered as the gateway to the North-East Region (NER) of the country and is the largest city within the region.
Guwahati is one of the most rapidly growing cities in India. During past few decades it has experienced unprecedented spatial expansion and also steep rise in population. In fact according to survey done by a UK media, Guwahati is among the first 100 fastest growing city of the world and its 5th fastest growing among Indian cities. Today, the city straddles between the Lokpriya Gopinath Bordoloi Internation Airport in the west to Narengi in the east for almost 45 Kilometres and between the southern bank of the Brahmaputra river and the foothills of the Shillong plateau for around 15 kilometres. Moreover, the city is also getting gradually expanded to the northern bank of Brahmaputra. It is a major commercial and educational centrer of eastern India and is home to world class institutions such as the Indian Institute of Technology Guwahati. The city is also a major center for cultural activities and sports in the North Eastern Region and for the administrative and political activities in Assam. The city is also an important hub for transportation in the North East Region.
Guwahati is also one of the most beutiful cities in South Asia with the mighty and picturesque Brahmputra, river islands (e.g. Umananda), beaches, beach-islands (balicapori), thick tropical green cover, natural sweetwater lakes, hills with thick forests and with beautiful and lively native population.
Traditionally, Guwahati has been an important administrative and trading center and a river port. The name Guwahati is derived from two Assamese words : ‘guwa’ (areca nut) and ‘haat’ (market place). The name used to be spelled as Gowhatty (pre-colonial and colonial), standardized to Gauhati (colonial-British), which was then changed to the present form in the late 1980s to conform to the local pronunciation.
Guwahati City DYC is divided into four assembly constituencies which is again sub-divided into sixteen blocks. In these blocks has 60 Nos. of Wards, 39 Nos. of Mandals and 4 Nos. of Town Committee. Following is a list of information of the various constituencies along with the inrespective blocks under GCDYC.

1. 53. East Guwahati Constituency : This constituencecy is a very prestigious one being the gate -way of North East. It has a total population of 1,92,662 out which 1,02,173 are male and 90,489 are female. There are four blocks under this constituencey.
i. Ulubari BYC : The Guwahati Medical College Hospital is situated here. The Narakasur Hill (Narakasur being the builder of the famous steps of Kamakhya Temple) is also situated here. Other important places include the B. Barooah Cancer Hospital, the freedom fighters’ Guest House and the famous Pir Baba Majhar.
ii. Panbazar BYC : This is the commercial Hub of the North East and the Gateway of Guwahati. The Guwahati Cotton College, the Assam state Museum, Bura Maszid (one of the oldest Maszid), the oldest Sani Mandir etc. are located in this block.
iii. Chandmari BYC : The Navagraha i.e., the temple of worship the nine planets, the Gandhi Mandap, the the Kasturba Gandhi Ashram, Silpukhuri the City Pond, the Guwahati Planatarium, Haji Musafir Khana etc. are a few places of significance.
iv. Zoo Road BYC : The Assam state Zoo, the Gita Mandir, the Doordarshan Kendra etc are located in this block.
2. 52. Dispur Constituency : The name itself suggest that it is the capital of the state.The total population is 2,93,849 out of which 1,55,129 are male and 1,38,720 are female. There are five blocks in this constituency.
i. Dispur BYC : The Assam Assembly Hall, the Assam Secretariat are in this block. The famous Kalakhetra a place depicting the History of Assamese culture and tradition is located here.
ii. Beltola BYC : Important place are the Basista Temple, the science museum, the Game Village for the National Games which accomodate more than ten thousand sports persons etc.
iii. Noonmati BYC : The popular Guwahati Refinery is situated in this block. Also Assam Carbon and India Carbon Factory runs from here.
iv. Chandrapur BYC : The Thermal Power Project, Pabitora Wild Life Sanctury, and Mayong - the place of traditional black magic is located in this block.
v. Dimoria BYC : It is the land of the Karbi Kingdom. It has several numbers of tea gardens in this block. From long back entire Dimoria area is inhabitat by tribal people. People from diffrent community and ethnic groups used to live together. There are Bodos, Lalung, Karbi, Koch, Garos and even non-tribals like Assamese, Bengali etc. used reside here. Tea tribes like Munda, Chautal, Kauri, Kurrung and Haria are mostly the inhabitant of Sonapur & Dimoria.
3. 54. West Guwahati Constituency : The total population of this constituency is 2,18,450 out of which 1,13,671 are male and 1,04,779 female. There are altogether four block.
i. Rani BYC : The Gopinath Bordoloi International Airport is situated here. Deepor Beel - the Asia’s largest pond is also in this block. Migratory birds from different parts of the world come here in large numbers.
ii. Bharulu BYC : The Bharalu river providing linkage to the Mighty Brahamaputra is located in this block.
iii. Mali Gaon BYC : Here we find the Head Quarters of N.F. Railways also the age old Gauhati University is located in this block.
iv. Kalapahar BYC. : This is a fast and rapidly developing block. The National Games were held here and a very modern and hightech state of art providing international level of facilities has been constructed here. The Inter state Bus Terminal is also located here.
4. 51. Jalukbari Constituency : This constituency has a total population of 1,55,703 out of which 79,588 are male and 76,115 are female. This constituency is divided into three blocks.
i. Jalukbari BYC : The famous Shakti temple - The Kamakhya Temple situated above the great Nilachal Parbat is located here. The Pandu Ghat where the five padavas spent their lives in “agyatwas” is also located in this block. Other palces of significance is the IIT Guwahati, historical God Biswakarma’s Mandir, the Saraighat Bridge over the river Brahmaputra etc.
ii. Bezera BYC : Important place located in this block are the Doul Govinda Temple, the Digheswari Temple, the Momaikata Garh, Madan Kamdev Temple, IIT, Mandakata etc.
iii. Sualkuchi BYC : The sualkuchi block is famous for its silk industry ie. production of “Pat- Muga”. the Agyatharia Parbat also located in this block.

Organisational Structure of Guwahati City District Youth Congress

The Guwahati City District Youth Congress has been divided into four Legislative Assembly constituency. Following is a detalied organisational structure of G.C.D.Y.C.
i. 51 Jalukbari Constituency : It has three BYC (a) Jalukbari BYC, (b) Sualkuchi BYC and (c) Bezera BYC.
(a) Jalukbari BYC has a check committee and the following wards - 3,4,5,6, 7 and Town Committee no. 1, 2, 3, 4.
(b) The Sualkuchi BYC has no wards, the following are its mandals -
Dodera, Pacharia, Singimari, Gondhmou, Bongshor, Pub-Sualkuchi, Madhya Sualkuchi, and Pachim Sualkuchi.
(c) The Bezera BYC has the following mandals- Bezera, Agadhola, Mandakata, Lachit Gorh, Rudreswar, Kharaighat, and Dhoopatri.
ii. 52 Dispur Constituency : It has five BYC - (a) Dispur BYC, (b) Beltola BYC, (c) Dimoria BYC, (d) Chandrapur BYC and (e) Noonmati BYC.
(a) The Dispur BYC had the following five wards - 50, 51, 53, 54 and 55.
(b) Beltola BYC has the following six wards - 56, 57, 58, 59, 60 and 17.
(c) The Dimoria BYC has no wards. Following are its mandals - Kamarkuchi, Borkhat, Baruabari, Sonapur, Digaru, Nortap, Tetelia, Hohora, Khetri, Malaibari, Dhuguri and Topatoli.
(d) The Chandrapur BYC has four mandals - Amching Jorabat, Panikhati, Chandrapur and Pachim Mayong.
(e) The Noonmati BYC has six numbers of wards - 45, 46, 47, 48, 49 and 52.
iii. 53 East Guwahati Constituency : It has four blocks (a) Ulubari BYC, (b) Panbazar BYC, (c) Chandmari BYC and (d) Zoo Road BYC.
(a) Ulubari BYC has the following wards 22, 23, 24, 25, 26, and 27.
(b) The Panbazar BYC has six wards - 28,29,30,31,32, and 33.
(c) Chandmari BYC has six wards - 34,35,36,37,38, and 39.
(d) The Zoo Road BYC has five numbers of wards - 40,41,42,43, and 44.
iv. 54 West Guwahati Constituency : It has five block i.e. (a) Maligaon BYC (b) Bharalu BYC (c) Kalapahar BYC and (d) Rani BYC.
(a) Maligaon BYC has five number of wards - 1,2,8,9 and 10
(b) The Bharalu BYC has six number of wards - 11,12,18,19,20,and 21.
(c) Kalapahar BYC has the following number of wards - 13,14,15,16, and 17.
(d) Rani BYC has no wards. It has the following eight mandals Dharapur, Gorol, Mazigaon, Azra, Rani, Uttar Bholagaon, Dakhin Bholagaon and Kahikuchi.

Dear Sir,

At the very beginning I express my heartiest gratitude for appointing me as the president of Guwahati City District Youth Congress Committee and showing the confidence in me for this major responsibility. After my appointment on the 16th of July, 2007, I had undertaken a number of organizational activities at various Blocks. Numerous meetings were conducted at these blocks and emphasis was laid on strengthening the Youth Congress organization at the grass-root level. As my first assignment was that of following the Unit Committees under all the blocks, I engaged some of the experienced workers under Guwahati City DYC as observes for the same to assist me in the concerned matter.

Regarding the Unit Committees :
There are altogether sixteen number of Blocks under Guwahati City district Youth Congress Committee which are again Sub-divided into 829 Unit Committees. No sooner had I taken the charge as Guwahati City DYC president, than I mobilized the experienced workers under Guwahati City DYC as observes to achieve the momentum in forming the Unit Committees. Out of 829 units, more than 674 units have been formed till now. I, myself have visited the following Blocks and attended numerous Block level meetings alongwith the observers of Guwahati City DYC, held during this period :
1. Zoo Road BYC on 20-07-07
2. Ulubari BYC on 23-07-07
3. Panbazar BYC on 23-07-07
4. Maligaon BYC on 23-07-07
5. Workers meet and discussions on Unit Committee in Rani BYC, held on 22-07-07.
6. On the 24th of July 2007, I visited a free Health Check-up camp organized by Sualkuchi Block Youth Congress Committee and also discussions were held regarding formation of Unit Committee.
7. Workers meet and discussions on formation of Unit Committee was held in Chandmari BYC on 28-07-07.
8. Chandrapur BYC on 14-08-07.
9. Dimoria BYC on 15-08-07
Further, meetings were arranged at Noonmati, Dispur, Beltola B.Y.C. & wherein all aspects related to Unit Committee formation were discussed in details.
Along with these block level meetings, a host of other programs were organized by Guwahati City D. Y. C. Committee and its blocks in accordance with the circulars received from IYC and APYC. A detailed description of these programs are given below :
“Youth Congress Day” Celebration on 9th August, 2007 :
Programmes conducted by GCDYC :

On the 9th of August, 2007 the Youth Congress Day was celebrated with day and gaiety by our city workers. To commemorate the occasion the various instructions and guidelines given in the IYC circular were taken into account. In this connection a program was arranged at Rajiv Bhawan wherein Hon’ble President APCC Sjt. Bhubaneswar Kalita and Hon’ble Presidenet, APYC Sjt. Rekibuddin Ahmed hosted the INC Flag and the IYC flag respectively. Along with this, a flood relief camp was organized at Rajabari (Tintukura) of Chandrapur BYC under Dispur LAC which was flag offed by Hon’ble President APCC Sri Bhubaneswar Kalita. Food materials, medicines like ORS etc. and other required items were distributed among the flood hit victims. Some photographs are enclosed herewith.

Programmes organized by BYC under GCDYC :

Youth Congress Day was also celebrated by various BYCs under Guwahati City DYC. I had appointed observer in each of the BYC. Reports and photographs by BYC Presidents and our observes are furnished herewith. On that auspicious day the guidelines mentioned in the IYC circular were followed and accordingly.
The Youth Congress Flag along with the Congress Flag were hoisted in all the blocks. The Youth Congress worker’s took the Youth Congress pledge and also the speech of former Prime Minister Pandit Jawaharlal Nehru was read out.

Independence Day Celebration, 15th August, 2007
Programmes by District Youth Congress :

On the account of completion of 60 years of Indian Independence, I had directed all the workers under GCDYC and BYC Presidents/ Representatives to attend the Independence Day Celebration. On that auspicious day, all the workers from GCDYC participated in this program in the morning which was organized by APCC at Rajiv Bhawan. Later on, after this program, a marathon race “Run For the Nation” was organized by GCDYC from Rajiv Bhawan to the Historical
Latasil Playground. Sri Bhubaneswar Kalita, Hon’ble President APCC honoured and encouraged the participants by doing the Flag Off before the start of the race. Sjt. Rekibuddin Ahmed, Hon’ble President of Assam Pradesh Youth Congress was also present. Former Assam State Football player Sri Kishor Chetri distributed the first, second and third prize to Chandan Ray, Babu Chotebhai Ray and Ravi Yadav respectively in the prize distribution ceremony held at the historical Latashil Playground. Programmes organized by BYC :

The Blocks under GCDYC also celebrated the Independence Day in association with the BCC and also with their own. Some of the Blocks organized many sports events among the school children, they also arranged the plantation programs of which some selected photographs are enclosed herewith.

Birth Anniversary of Sri. Rajiv Gandhiji, 20th August, 2007 :
Programs by GCDYC

The 20th August, is a day of Great honour and celebration to all the Indians as it happens to be the birth date of our beloved and former Prime Minister Sri Rajiv Gandhiji. This year is the completion of 63 years of our former dynamic leader. In commemoration with this occasion, Guwahati City D Y C organized several programs. To commemorate his leadership quality we organized “Rajiv Gandhi Memorial Football Tournament” at Assam Veterinary College Playground, Khanapara, Guwahati. The two days event was inaugurated by a flag hoisting ceremony. Thereafter, the introduction of players with the eminent guests and Referees took place before the start of the match. The Referee Panel was invited from the Guwahati Sports Association Mr. Partha Sen, Mr. Giridhar Sarkar, Mr. Dipak Boro, Mr. Khagen Saikia and Mr. Rustam Ahmed.
Hon’ble President, APYC, Sri Rekibuddin Ahmed, Vice President APYC Sri Bhaskaran Gohain and General Secretary APYC, Sri Nasir Khan, both in charge of G.C.D.Y.C. along with General Secretaries of APYC Sri Ranjit Boro and Manas Bora were also present to grace the occasion and also to provide encouragement to the players.

The participating teams were.
1. Dakhin Gaon Inglormir Club. 2. Ujjal Nagar Football Club.
3. Royal Blue Club. 4. FC Tepesia
5. Arya Vidyapeeth College Team. 6. YGC Pamuhi
7. Star Eleven Club. 8. Chasal Youth Club.
9. Seven Star Sports Club. 10. Morning Star Club.
11. Narakasur Football Club. 12. Patarkuchi Football Club.
13. Kerakuchi Sukla Sangha. 14. Gumoria Youth Club.
15. Chandrapur Youth Club. 16. G.C.D.Y.C.

The final match was held between Dakhin Gaon Inglormir Football Club and Chandrapur Youth Club, where the former won by a margin of 2-0. The wining team was honoured with Rajiv Gandhi Memorial Running Trophy and a Championship Trophy alongwith a cash award of Rs. 2001, while the runner up with a Runner-up Trophy and a cash of Rs. 1001. Alongwith these awards, player of the tournament, the highest goal scorer and the best goal keeper were also honoured with a trophy each to Dipak Sarkar (Chandrapur Youth Club), Kapil Daimary (DGIMFC) and Goutam Ingjal (DGIMFC) respectively. The trophies and cash awards were distributed to the players by Sri Akon Bora, Hon’ble MLA, Dispur LAC, Dr. Durlav Chomuwa, Hon’ble President All Assam Koch-Rajbongshi Sanmilon, Sri Ranjit Boro General Secretary, APYC and myself. Alongwith the football tournament, a plantation programme was carried out by the worker of GCDYC. After the grand success of this tournament organized on the banner of Youth Congress, we assure you that we will be able to organized such events in more elegant ways in the forth coming days. Programmes by BYC
On the birth anniversary of Sri Rajiv Gandhiji various blocks under GCDYC started the plantation campaign. A number of 5000 rare plants were supplied by us from the Assam social Forestry to serve the purpose. This campaign shall be continued in a phased manner in all the blocks.
Peace Rally : On 31th of October 2007 a peace rally was organised by G.C.D.Y.C. to commemorate the death anniversary of our former Prime Minister Smt. Indira Gandhiji. Hon’ble President, Assam Pradesh Congress Committee, Sjt Bhubeswar Kalita flag-offed the rally which was attended by Hon’ble President APYC Sri Rekibuddin Ahmed, Member of Parliment, Rajya Sabha, Sjt. Silvious Kandapan, and Senior Congress leader Sri Jayanta Das along with a huge number of youth congress workers under G. C. D. Y. C.

Conclusion
Lastly, I would like to express my gratitude once again for providing me this golden opportunity to serve the youth organization. Although many challenges lie ahead in my path, I firmly believe that I can give my full energy, devotion and dedication to make the Youth Congress organization more stronger than ever before. I assure you that I will leave no stone unturned to bring the Youth Congress to the zenith of success so that its flag always flies higher and higher and higher.
